பெரும்போகத்திற்கு தேவையான சேதனப் பசளையை பற்றாக்குறையின்றி விவசாயிகளுக்கு வழங்குவதற்கு ஒரு முறையான திட்டத்தினூடாக நடவடிக்கை எடுக்குமாறு ஜனாதிபதி கோட்டாபய ராஜபக்ஷ அவர்கள் அதிகாரிகளுக்கு பணிப்புரை விடுத்துள்ளார். இதற்காக சம்பந்தப்பட்ட அனைத்து துறைகளையும் இணைத்து, விரிவான பொறிமுறை ஒன்றை நடைமுறைப்படுத்த வேண்டியதன் அவசியத்தையும் ஜனாதிபதி அவர்கள் வலியுறுத்தினார்.

எதிர்கால தலைமுறையின் நலனுக்காக மேற்கொள்ளப்படும் இந்த முயற்சியில் விவசாயிகளுக்கு அசௌகரியங்கள் ஏற்படாத வகையில் இலக்குகளை அடைந்துகொள்ள வேண்டியதன் அவசியத்தை ஜனாதிபதி அவர்கள் சுட்டிக்காட்டினார். இதற்காக சேதன பசளை உற்பத்தி அளவை அதிகரிக்க வேண்டும். உற்பத்தி செய்யப்படும் பசளைகளின் அளவு குறித்து திருப்தியடையாத பட்சத்தில் உயர்தரம் வாய்ந்த சேதனப் பசளையை தேவையானளவு இறக்குமதி செய்யுமாறும் ஜனாதிபதி அவர்கள் அதிகாரிகளுக்கு பணிப்புரை விடுத்தார்.
விவசாயத்துறை அமைச்சின் அதிகாரிகள் மற்றும் சேதனப் பசளை உற்பத்தியாளர்களுடன் அண்மையில் ஜனாதிபதி அலுவலகத்தில் இடம்பெற்ற விசேட கலந்துரையாடலின்போதே ஜனாதிபதி அவர்கள் இதனைத் தெரிவித்தார்.
சில போகங்களுக்குள் விவசாயத்துறைக்கு தேவையான சேதனப் பசளையின் அளவை நாட்டில் உற்பத்தி செய்ய முடியுமென உர உற்பத்தியாளர்கள் தெரிவித்தனர்.
இரசாயன உரத்தை இறக்குமதி செய்வதற்காக வருடாந்தம் அரசாங்கம் அதிகளவு செலவிடுகின்றது. அத்தொகையை சேதனப் பசளை உற்பத்தியை ஊக்குவிப்பதற்கு பயன்படுத்த முடியுமென்றும் ஜனாதிபதி அவர்கள் தெரிவித்தார். விவசாயத்துறை அமைச்சின் ஊடாக இந்நிகழ்ச்சித்திட்டத்தை வெற்றிபெறச் செய்வதற்கு பல நடவடிக்கைகள் எடுக்கப்பட்டுள்ளதாக கலந்துரையாடலின்போது தெரியவந்தது. இந்த திட்டத்தை வெற்றிபெறச் செய்வதற்கு அரச வங்கிகள் குறைந்த வட்டிக்கு கடன் வசதிகளை வழங்க முன்வந்துள்ளன.
சேதனப் பசளையை பயன்படுத்துவதற்கு மாவட்ட மட்டத்தில் விவசாய ஆலோசகர்கள் மற்றும் விவசாய ஆராய்ச்சி அதிகாரிகளை தெளிவூட்டுவதற்கு திட்டமிடப்பட்டுள்ளது. நாட்டின் அனைத்து பிரதேசங்களிலும் உற்பத்தி செய்யப்படும் சேதனப் பசளைகள் தேசிய உர செயலகத்தின் ஊடாக கொள்வனவு செய்வதற்கும் நெல் உட்பட வேறு பயிர்களுக்கும் ஏற்ப உரத்தினை விநியோகிப்பதற்கு தேவையான பொறிமுறை ஒன்று தயாரிக்கப்பட்டுள்ளதாக அமைச்சர்கள் சுட்டிக்காட்டினர்.
பெரும்போகத்திற்கு முன்னர் கிராமிய மட்டத்தில் மண் வளத்தை பரிசோதித்து பயன்படுத்தப்பட வேண்டிய உரத்தின் அளவு குறித்து அறிக்கை ஒன்றை பெற்றுக்கொள்ளுமாறு ஜனாதிபதி அவர்கள் அதிகாரிகளுக்கு பணிப்புரை விடுத்தார்.

President Rajapaksa pointed out the need to achieve this goalh, which aims for the benefit of the future generations, without causing any hindrance to the farmers. For this purpose, the production capacity of organic fertilizers should be increased. The President instructed the officials to import the required quantity of high quality organic fertilizer if the quantity of fertilizer produced locally is not sufficient.
The President gave these instructions during a special discussion held with the officials of the Ministry of Agriculture and the organic fertilizer manufacturers at the Presidential Secretariat recently.
Fertilizer manufacturers said that the total amount of organic fertilizer required for agriculture can be produced locally within a few seasons.
The government spends a large amount of funds annually to import chemical fertilizers. The President said that this amount could be used to encourage the production of organic fertilizer. It was revealed at the discussion that the Ministry of Agriculture has taken a number of steps to make the programme a success. State Banks have also come forward to offer low interest loans to make the project a success.
Plans have been made to educate the Agricultural Instructors and Agricultural Research Officers at district level on the use of organic fertilizers. The Ministers in charge of the subject pointed out that the mechanism required to purchase organic fertilizer produced in all parts of the country by the National Fertilizer Secretariat and to distribute the fertilizer based on the type of crops including paddy has been formulated.
The President instructed the officials to inspect the soil at the rural level prior to the 'Maha' Season and obtain a report on the amount of fertilizer to be applied.
Minister Mahindananda Aluthgamage, State Ministers Mohan de Silva, Shasheendra Rajapaksa, Secretary to the President P.B. Jayasundera, Secretaries to the Ministries in charge of the subject and manufacturers of organic fertilizers were also present at this discussion.
